I see other things like the Iran Nuclear Deal and whatnot taking up more time and resources than they plan on and this could be pushed to a later time frame. Where in the US we love to parade our shortcomings in various media outlets, we have managed to keep the lid on our own black hat capabilities and actions. The US isn't as "behind" as some would think we are in regards to cyber capabilities, and our "reach" is rather substantial. If the POTUS wants to do this as a "feel good" measure then that's fine; but what we DON'T hear about can be more damning than what we do. The US is purrrttttyyyy good in the Cyber realm. Sanctions always have a backfire aspect to them. Generally we'd be better off not to vent too much publicly. We're at our best when something is taken down and it takes 10 years for someone to wonder if it was us. We've seen a lot about why don't we just shut them down rhetoric. We could, but that works once, maybe twice, and then there's an accelerated cyber arms race. I don't know what the answers are and I'm sure the experts see few, if any, bright lines. Everything you do in the cyberworld gets murky fast. I'd hope our brightest minds are at State who can best evaluate the cause and effect aspects of a reaction. This is nothing more than political jockeying for the sake of the Democrats in the next round of elections. Nothing will be done against either nation. Yes, the US will impose sanctions on a few individuals of Russian and Chinese nationality and the Obama Administration will consider this to be sufficient sanctions. In the article it mentioned "they believe" it is Russia and China. That's like somebody going to prison because someone believed they were guilty. It won't happen anyway.
