Does the ABCP timeline have to be followed closely?

I have a soldier who failed h/w and tape a month ago. SM was never counseled by command and a flag was never initiated. Can the command still back date everything and enroll the SM into ABCP or is the SM clear until the next time?

I know 600-9 says 3 days to initiate flag and 2 days after to counsel. This is the timeline I'm referring to

There is no "get out of standards free" card due to a late counseling and late flag.
The DA 5500 has two signatures and a date on it.
The counseling will be dated the date the counseling happens.
When the flag goes up, the effective date will be the same date as the DA 5500.
