The only problem with that is that it sets the Soldier up for failure in the future. I have seen 20 month SGTs that I had plenty of confidence in. I have seen 12 year SSG that cannot and should not have made that rank. That may have been due to poor leaders being buddy buddy and sending them to the board. So to answer the question I do think there are some that get promoted like that. Any system, concieved and administered by humans, will be subject to human failings.
