Duty Position vs Additional Duties

One of the biggest errors out there rating NCOs in jobs that do not exist. This is always a tough one do you stay the course like this or do you rate the NCO in the duty position they are slotted for but not working in?

NCOs are rated in their slotted (MTOE or TDA) positions. Additional Duties can be annotated in the 'Appointed Duties' section.

What happens when a NCO is slotted in a position they do not work in? Our OPS NCO is slotted as a nurse in the OR. He is not a nurse nor works in the OR.

How about the Commanders Driver? There's not a slot for him and he is a lab tech. So he is slotted in the lab but hasn't seen a drop of blood in over a year.

You need to get out of AR 623-3 and get into DA PAM 623-3 this is where most of your answers are pertaining to how or what to fill out on the NCOER. This is from Para. 3-5 table 3-3 of DA PAM 623-3:
NCOER part III: block a—Principal Duty Title
Action required: Enter principal duty title that matches the unit force management document or that most accurately reflects actual duties performed.
Ultimately, you the 1SG should determine how they are rated. I try to utilize what best benefits the Soldier. If they are filling the position of Commander's Gunner and doing an additional duty of training room NCO that is how I annotate it. If they are only doing the duties as the Chemical NCO (normally an additional duty), then that I will rate them as that. Do not allow your raters to make up duty positions. The common one I see is the Company trying to rate a guy as a HQ PSG (11B40 position) when he is filling the MTOE slot of Company MG (11B30 position). They cannot make up duty positions when there is a duty position they are filling a MTOE duty position, but we all know there are the exceptions where a guy only fills a position that would normally just be an additional duty.

I've seen this after updating the platoon UMR with S1 once a month. Our Training Room NCOIC is slotted as a Team Leader with the recon platoon. Should the NCOER have his duty position as Scout Team Leader? Should his ERB read Training NCO?

Question for the Senior NCOs

If I'm slotted as an Illustrator (My TDA Position), but I'm also the Protocol/Registry NCOIC should my eval reflect these positions as additional duties?

Note: I work in a environment similar to the National Defense University (NDU)

1SG, I'm currently a detail recruiter. My ERB and NCOER all say recruiter, but my supervisor is assigning me an additional duty of team leader to help him rate the other recruiters. Is this possible, will I be rated as a team leader or recruiter?

Question for Senior NCOs,

I was in a Unit that the MTOE did not have slots such as Squad Leader or Team Leader so I was rated as a Compound NCO but my duties and scope reflect served as a Squad Leader. Since Squad Leader was not my principle duty title due to no slots on the MTOE will that affect my chances at making SFC? any and all feed back would be greatly appreciated

Once upon a time, when the top 10% in an MOS got Proficiency Pay, The amount varied by MOS. I took the test for Artillery Fire Direction. It was divided into Cannon Gunnery, Rocket Gunnery, and Observed Fires. Regardless of my never having actually seen a rocket, I always did well in Rocket Gunnery. I could kill a multiple choice test
