If enough people click the same complaint it automatically does it. You can appeal, but it takes weeks to get an actual person to look and make a determination. Certain groups understand this and will decide they are going to take down a page. All they need to do is get enough of their members to click that it violates community standards and the pic, page, post, etc will be removed without review.
