As the military downsizes and reverts to a Garrison environment, what are the challenges facing the military while conducting worldwide contingency operations?

I don't see much of a challenge out of the fact that the Marine MEU concept has allowed us to have worldwide contingency plans in peacetime for years before the wars in Afghanistan and Iraq. The biggest challenge will likely be rebuilding the knowledge and experience lost in the decade plus of MEUs mainly being sent to engage in combat operations instead of being used as a quick response unit to secure embassies, evacuate nonessential personnel from risky locations.

We now have many officers and senior enlisted who may have gone their entire careers without having to deal with contingency operations. So rebuilding that knowledge base should be a major consideration.

Not much different than it has been in the past, we went through the same thing in the mid-to-late 90s and had no issues, in fact we had numerous campaigns going on during the last RIF (Haiti, Bosnia, Kosovo, and other smaller operations), so it is just a new phase everyone will have to adapt to and move forward as we always have done in the past.
