You could go to your services personnel command website and download a digitized file and e mail it, or you could go to most office supply businesses who typically have a fax service.. They can fax it for you. Most places will prefer for you to email it. If you don't have access to a scanner, use a PDF app on your smartphone, such as Evernote or Jotnot. I scanned a copy and emailed it to the Rally Point email address I found on this site. All Veterans should have a copy saved on their computers. If you don't have a scanner or all in one printer there are apps that will let you take a picture of a document and convert it to a PDF.
