Doesn&#39;t always work that way though. If you&#39;re coming from OCONUS, your reclass 4187 will list three preferred CONUS assignments. If you&#39;re at a location that doesn&#39;t have counselors, or they are full, you will go IAW the needs of the Army. If you&#39;re Airborne, there&#39;s a high likelihood you&#39;ll end up at an Airborne assignment. If you&#39;re EFMP or MACP, that will drive your assignment as well.
