How does the assignment process work when reclassing to 79S? Does the SM get a "wish list" like when going through recruiting school?

I don't think there is such thing as a wish list anymore, they will place where ever they want to.

Yes they should get a wish list, however, they will be assigned IAW needs of the Army

Usually they try to let you stay where you are for the first year as a counselor. Doesn't always work that way though.

If your unit is paying, it's TDY and return and they'll keep you at least a year. If you're coming from OCONUS, your reclass 4187 will list three preferred CONUS assignments. If you're at a location that doesn't have counselors, or they are full, you will go IAW the needs of the Army. If you're Airborne, there's a high likelihood you'll end up at an Airborne assignment. If you're EFMP or MACP, that will drive your assignment as well.
