If that &quot;whomever it is that fouled up&quot; is you, you should do the right thing even if it makes someone think ill of you, and if it *isn&#39;t* you, doing the right thing should take priority over not bringing to light their failure.<br /><br />If you have the information required to submit the paperwork, do so. Include a cover letter that explains the delay in submission.
