My understanding is the bills will be paid out from DHS / Border Patrol funding with exception of what is described as routine maintenance (i.e. - if a washer needs to be replaced on a faucet AKA normal wear and tear) which will be paid by the owning agency. I'm still unsure as to specific details on this - so please don't quote me. FEMA is currently handling the Mass Care function in Joint Base San Antonio through the Texas Baptist Men's Mobile Kitchen organization who are handling the feeding there. As of right now I don't know who's handling the Ft. Sill feeding - but I'm sure an organization similar (or maybe the same) to the Texas Baptist Mens Organization will assist there. <br /><br />Since utilization of the Homeland Security Act of 2002 is different from utiization under the Stafford Act I am still working thru the details. Good training for MP&#39;s and the propaganda patrol- the civil service psycho types that work with the civilians in foreign engagements..... and new cooks and bakers to perfect their craft in multi-cultural dining hall operations. (OK a camp kitchen inside the wire)... <br />Would need to separate the refugees who would be staying until they can be shipped &quot;home&quot;, from the Camp to home at the end of hostilities.
