If terrorism is any attack against any target, isn't the word rather meaningless? I'm not sure HOW to classify this, but I do find it interesting that IF this is the first actual Daesh attack on US soil, it was a military target. A soft one, yes, but military nonetheless. There also may have been civilians (non combatants) present which amplifies it as a terroristic attack. My guess is that if you are the friends and family members of the Marines who were killed it does not matter. I think if the perpetrator of the attack were to have lived and gone to trial the idea of this being an act of war would be an interesting defense.
