Is ALMS/ATRRS only accessible from government computers?

Is ALMS/ATRRS still no longer accessible on home computers? I saw a similar article on here from roughly a year ago saying it is not, or it is only accessible through VPN. I am having trouble accessing either website to do correspondence courses or register for them.

I was able to access ALMS from my laptop at home this past weekend.

ALMS, I believe you can still get to from a personal computer. ATRRS can only be accessed by a government computer

I'm accessing both ATRRS and ALMS from a computer at home as we speak

ALMS is accessible from your home computer, that's how you do your DLC.
ATRRS is only accessible from NIPR

ATRRS is a no go unless on .mil network

ALMS is able to be accesssed with your CAC on a home computer.
