If it's really cold, add long underwear underneath the PT gear. And if it's really, really cold, may have to get the Sr. NCO to make a judgement call. By the way, how cold are we talking? I know NC can get cold, but probably not as cold as Drum in the winter. Those Soldiers still do PT. You could also look into gym PT and do aerobic exercises inside.
