Plans for a new Noncommissioned Officer Evaluation Report call for several
innovations that are sharply different from the current rating system, including
three different NCOERs, according to Sergeant Major of the Army Raymond
Chandler. What do you think about this change? would it be more effective or not?

As far as utilizing three different NCOERs based on scope of responsibilty and duty assignments, YES, having three different assessment/counseling tools would be extremely helpful.

The current NCOER is really focused on individual leadership at the tactical level. It is very difficult to capture accomplishments and effort at the organizational level.

At the organizational-level, it's hard to describe in a bullet what someone has accomplished. It's not about sheer numbers, it's about creating a climate, improving morale, achieving increased performance, etc. This is much easier captured in a narrative format.

This change makes absolute sense.<br><br>NCOs work at different levels; tactical (SGT &amp; SSG), organizational (SFC &amp; MSG/1SG) and strategic (SGM/CSM), yet we are all evaluated in the same manner?<br><br>Kudos to the Army for making this (eventual) change!

I think it makes perfect sense, but as MSG Cunningham said "Briefs well."  Until the Army actually implements it there's no telling how much sense and how effective it will actually be.
