President Obama's Deal with China, on climate Change?

Of course by now the topic of Climate Change has been quite animated and this current deal with China seems ironic, since I am pretty sure that China is one of the worst offenders in the world. So, while we set mandates on reducing toxic emissions will the Chinese even follow through?
The fact that the new Congress will be immediately at loggerheads with Conservatives, the fact remains that many Americans remain dubious over all of this.
As with HCR, Russia, Ebola, Immigration and so on, we seem to get the voices of America being overridden by the Supreme Court and the Executive Branch. Are we trying to tackle too many things at once and will the steady stream of Executive Orders hurt or help Democrats and the far-left Wing?
