I'm not really up on promotions at that level, but can that possibly happen? I imagine it would piss off alot of one stars if it did. I know there are rare cases where rank can be jumped but not sure if this is one of them. It is a bit more common in the National Guard. My BCT commander on my last deployment went from COL to MG when he was selected to be the State's Adjutant General. It is a two star billet. This is a appointed position and is not something you promote into. Examples are the Surgeon General (LTG Horoho) and TJAG (LTG Darpino). Both were promoted from one star to three star.
