I'm not really up on promotions at that level, but can that possibly happen? I imagine it would piss off alot of one stars if it did. It is a bit more common in the National Guard. My BCT commander on my last deployment went from COL to MG when he was selected to be the State's Adjutant General. It is a two star billet. Examples are the Surgeon General (LTG Horoho) and TJAG (LTG Darpino).
