I remember once going to a gun range with some friends, next to us were a couple of classic gang banger types, who were trying to figure out how to load and fire their brand new MAC 10 knock offs. From what I remember, neither of the young men could hit the side of a barn. The first time they "accidentally" pointed a weapon in our direction, I yelled at them to keep their guns pointed down range, they grumbled but grudgingly complied, for about 5 minutes. The second time they pointed a weapon in our direction, my friend pointed his loaded .45 Ruger Redhawk at the young man's chest and asked him "Do you want to see if I can hit what I aim at?" "Point that gun at me again and you'll find out." The young man looked like a deer in the headlights as he apologized. The answer to the question is YES, all "gang bangers" should be required to carry permits. What makes the question weird is that they already ARE required, but the OP asks it as if it's something not being done now that should be considered.

Legally speaking, a member of a gang is subject to the same laws as everybody else. If an average law abiding citizen is required to carry a permit in order to carry a weapon, then gang members are also required to carry a permit in order to carry a weapon. (Carrying gun safety curricula isn't a requirement for anybody, so I don't know why it should be for "gang bangers.") However, one of the characteristics of criminal gang members is they don't care as much what the legal requirements are. Not only that, but going through the process of getting a permit puts them in the system -- fingerprints, background checks, etc. Typically this is something a criminal would try to avoid.

But, hey, don't let facts like that stand in the way of a good emotional hyperbole-based thread! Link two completely unrelated things (NRA, "gang bangers") by putting them together in the same sentence, try to be provocative, and hope people don't realize how dumb it is.

(Oops -- sorry, missed the humor tag.)
