My battalion commander assessed not only the officer, but their participation in unit, command and professional organizations. It was recorded by the adjutant and accompanied the OER to the LTC's desk for the rating. The MANDATORY ones to be considered for a top block were the Officers Club Membership, AUSA, AAAA, cup and flower fund and air assault school.

If you were unwilling to support the command and its goals and functions, then you did not warrant an above and beyond rating. I would profess that something along these lines will seep back into the ranks of all report cards.

Is not the current goal for all services to be a part of the Profession of Arms, hence a professional network of organizations to support the profession? I would rather have a S.A.M.E. (Society of American Military Engineers) bullets then the normal fillers you see all too often.
