It absolutely has not been done away with. RCP is outline AR 601 - 280 chapter 3.

If you look at the Army plans with SSD and future promotion changes, the goal it's two separate people who have not completed their SSD within a year after hitting their primary Zone. This would eliminate RCP because soldiers would be separated prior to hitting RCP.
