In my eyes, it's more about the owner than the dog. Maybe if more enforcement went into taking care of the dogs that just bark aggressively without provocation, there would be a little better behaved population on post. Given a timeframe to sell, retrain, or get out of housing, I think we'd see an increase in available housing, or at least a decline in lengthy waiting lists. I love rottweilers but you cant have them anywhere. I call it pet racism.
