It gleans certain benefits, like getting a seat in a required course, it does not waiver the promotion board unless it has changed again.<br /><br />You should want to attend the board anyway. It is a test of character, your presence, military bearing, baseline knowledge, all in front of your CSM and other Senior NCOs. Basically, these are MOSes that more Soldiers would have been promoted, but not enough were eligible.
