If this is not done, then there is clearly favoritism involved. Attending/getting recommended shows that the SM wants to get promoted because they practiced and studied for their chance to shine.<br /><br />When all you have to do is put a packet together and submit it where is the pride, the sense of accomplishment?<br /><br />Main reason I have for TPUs attending boards would be to ensure the right Soldier's get promoted. When you make attending a board a requirment you will weed out the Soldier's who lack the motivation or the drive and hopefully the non qualified.
