If Yemen, it was almost certainly the Saudis.
If Syria, it was almost certainly the Syrians themselves.

Two combat deployments to Afghanistan. Approximately 40% of my 10,000 rounds fired were white phosphorus. Care to tell me again how banned it is?

WP is not banned or outlawed. I believe thete are spme methods of deployment that maybe banned but it is legal
