Basically our superintendent would call something out to each class room's phone. The class room doors were permanently locked (only could get in with a key or someone inside letting you in). We would close all the doors, turn out the lights and back against the wall that the door was in so if anyone looked inside they would think the class was empty. Granted it wasn't perfect but it was better than nothing.

Our local emergency service usually conducted training in the summer when school was out too where the Sheriff's Dept, Ambulance and Fire Dept would have people simulate a shooting scenario in the school with fake shooters and victims and what not. Always wanted to take part but never was notified when they'd be doing it. The high school I went too began running "Active Shooter" drills known as "Lockdown" drills in 2000. I believe this is a very common system already in place. The elementary school did training and it was all purely defensive measures for the kids - hiding along the wall the doors are in, being quiet, etc., teachers lock the doors, turn out the lights, and such. In the high school, they taught the full ALICE training, with backing up against the same wall, but a group of 6-10 students prepared to lunge at the shooter, the rest prepared to throw textbooks or heavy objects at the shooter, the lungers trained to grab the arms and twist and pull up with the intention of breaking the arms, it sounded very vigorous, and the scenario was practiced over and over until the kids felt quite confident.
