I think you need to help us understand the context of the question.
Is the an Army program?
Are you talking about the informal "talent-management" done at the PSG, 1SG level.
Are you talking about the informal "talent-management" done at the CSM level.
Done at HRC?

Or is this not Army related at all?

Not sure I understand your question 1SG. Are you referring to things like putting the right people in the right positions? Or are you referring to training the trainable so they can be put in the right positions?
