From wait times, to layers of gatekeepers, to the games played with compensation evaluations. It is almost like the VA is a SNL skit about the fallacies of bureaucracy. Just as a personal example, I have been waiting for 1 week for my VA doctor to call me back (I'm not even at the point of scheduling an appointment yet) because of a medical emergency I had while on vacation 2 weeks ago. I was admitted to the hospital (luckily I'm also retired so I was able to be seen at the local US Army hospital and had no bill since everything was charged to Tricare) with acute food poisoning that turned into gastritis (bleeding from the upper gastrointestinal tract). I'm still having issues (blood in stool) yet no callback from my doctor.
As a retiree I also have access to Tricare, and I do use it for my wife and daughter. However I use VA health care for myself since it's free (I'm 60% service disabled) and I was told that the area I live in has some of the best VA care in the state. So far I'm not impressed and may have to go to my Tricare-approved doctor for follow-up treatment for the gastritis. However, one of my service-connected disabilities is GERD (gastroesophageal reflux disease), so I feel that I shouldn't have to pay for treatment for a condition that was brought on by one of my rated disabilities.

One other thing, though I'm not sure if it would really help you. I know you specified veterans, but this particular issue applies more towards military retirees specifically. There is talk about revamping the Tricare system. I don't want to get too much into it but the meat of the proposed changes would result in higher out of pocket expenses for beneficiaries. Previous conflicts have come with their mysteries of different illnesses but as scientific research and medical treatments have advanced exponentially in the last decade and a half the system supply hasn't kept up with demand. There is no reason for the wait times, run around, and litany of bureaucracy to be seen.
There will always be fakers and malingerers but making everyone go through such an arduous process is not an effective filtering method. It is only by chance i was able to discover this truth just last month (03/2015). I'm sure that in each instance the party doing the surveillance contacted the staff of both the elected and appointed official.
