You "should" not be denied Career Progression especially if it is due to you being tasked out constantly and there are others available (hence...is the Company MTOED properly?). I am sure you have already broken down your time management to show your in-ability to pursue your education, but I can only suggest then is not to just mention the problem with your Leaders, but also have a solution to the problem.
