One of the first things I did, after I took over from the people that were in charge previously, was to go through everything on site. Things went well until I opened a locker in a back office. The locker was packed full of things I was not authorized to know existed no less have in our possession. Thankfully my team was well trained and when I asked for two locks that only I had keys to they listened and did not ask questions. I had an interesting conversation with the intel folks over land line. About 4 days later someone flew in by helicopter to take the problem off of my hands. I can't get into what was in the locker but you see stuff in movies and sometimes you see the same things in the real world. If a system was being developed for Viet Nam it carried a 1A1 priority and could purchase just about anything it needed - materials, parts, test equipment, etc.

When ideas didn't pan out the excess materials was supposed to be sent to the scrap yard to be disposed of normally. One civilian lab manager put the materials, components, and test equipment in a store room and used it to support lower priority projects that had difficulty with funding. As a result his lab got a lot more development done than he would have been able to do normally, and got commendation awards for the efficiency of his operation.

Then the IG was scheduled to run an inspection of the base and he had all of this unauthorized equipment and materials in his lab that he had to hide for the inspection. He loaded it in a tractor-trailer rig and drove it out to the test ranges and parked it in the woods.

After the IG left he went out to the ranges to retrieve it, not knowing that the OSI had found it and was staking it out. He was arrested when he tried to drive it away, on charges of stealing millions of dollars’ worth of government equipment.

When the truth came out the lab manager got a reprimand but was able to keep his job. The reprimand canceled out his commendations, and the war effort went on.
