Where is my FEDREC Scroll in the DOD Process?

I'm not sure what happened to the "unofficial" FEDREC status board that had been periodically updated with scroll status' but it seems to have been retired, missing, or removed. In any case, please feel free to use this new thread to ask questions and post updates to our little '"Promotion Purgatory Support Group". I do not work for NGB so I will not be able to get you answers, but at least we can re-establish the forum.

Once your orders are published, come back and make a new response to the original post with your scroll number, date your FEDREC was sent to NGB and the date your orders published.

If we get more people to post, the data gets more reliable and useful. You can then see if your scroll is an outlier and you can raise a flag with your command.

I'm sure people come by and read these posts without adding to the discord. Join the community and help the next person!

Thanks for re-establishing the forum. I'm on scroll P22-23, it shows at NGB 53 days in the DOD Approval Process; however, my promotion packet was submitted late October early November. The counter finally started counting about a month ago, i was at 0 for 120 days or so.

Here is the funny part to these forums, no one ever can figure this out. Once someone is finished scrolling, they never get back on these forums. It’s a never ending cycle of questions for 6-7 months trying to figure out how much longer. Anyways, today I went 64 days in the DOD approval cycle. After 60 days my green has turned to yellow. I would assume it goes to red next, no idea when maybe 90 -100 days. Seems like every 30-45 days something new happens in a minor way.

Why is there such a long wait for reserve component officer and warrant federal...

Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

UPDATE #2 - So I am on vacation and did not look yesterday. Apparently the change for 26-23 was yesterday. I just got my fedrec, dated 9 August with DOR of 2 August.

I first hit the tracker on 18 April 2023 published 10 August 2023. Heck of a lot better than the 330 days it too last time.

This update requires a separate response: Looks like I made some waves. The BLUF is that NGB is opening an Army Board for Correction of Military Records (ABCMR) case for me. I assume that would affect anyone on my scroll (P25-23) and create precedence if it's a favorable result. This could backdate the date of rank to the date NGB received my FEDREC packet.

Based on my inquiry through my OPM to NGB to backdate my pending date of rank to the date my FEDREC packet was received by NGB per the new USC 10 Chapter 1405 §14308, NGB will create a new Personnel Policy Operational Memorandum (PPOM) to further define what IS the date NGB recognizes the receipt of a FEDREC packet. Is it the date the packet was sent from the state? Is it the date someone gets around to reviewing the documents to see if they are all there and error free? We will see.

This is important since this is how they will continue to determine backdates for all promotions starting 1 JAN 2024. This is still just an option that the Secretary of the Army has for all promotions that occurred in 2023. Since the new law allows the Secretary to backdate all the way to when NGB received the packet, I don't see any reason why they wouldn't. I hesitate in asking others to request an ABCMR for their promotions in 2023. Technically anyone can ask, but I'm not sure the flood gates should be opened until they have more defined policy. It's a long process to change date of rank. I'm told 6 months is typical, so if you start the process, have realistic expectations.

I hope this is good and doesn't blow up in my face. Sorry in advance if this makes things worse. You're welcome for being the first to try. I'll update when I get anything new.

Federal Recognition question...I'm an AGR with the National Guard. I was DA Select to O4 last year and finally have a control grade and promotion orders in my state. My FedRec is getting processed and I'm curious about the steps it must pass through. No one here seems to really have a feel for where it's at, let alone how long it could take. UPDATE: For all of you that are aware of my situation, and for those of you who are not. I submitted an ABCMR back in Jun 22 asking for my effective DOR to be backdated as FEDREC took 1 year, which included my promotion packet being "lost due to the IPSAA transition" for about 6 months. Well... I just logged in to check my status in ACTS. It states, “No Board Action Taken”. Says “The Board could not take any corrective action on this case. You will be notified by mail of the reasons why. Please allow 15 business days to receive in the mail the Board's decision on your application." I am truly speechless and don't know where or what to do now. Hopefully this letter lays it out but I'm not holding my breath. #FML

P25-23 folks- My FEDREC just published in IPERMS, check with your state OPM so they can do the IPPS-A PAR. DOR was 28 AUG. 144days from the first tracker on scrolls.

Mine was submitted to NGB early March and in April I had a decscription saying "NOT IN USE IPPS-A CRM; T04-21" listed for 759 days. Late May it dropped off and now there is no longer any data in the G1 Gateway for my packet. I'm guessing T04-21 was the scroll list. Anyone have any info?

Started on Scroll P60-23 on or about 16 Oct. Towards the end of last week, it changed to scroll U02-24.
Currently (23 November): "Awaiting HQDA Approval" at 37 days in the approval cycle.

18 Dec: 62 days in the approval cycle, and it’s turned yellow. That may just be based on >60 days, though.

4 Jan: 79 days, awaiting SECDEF approval

Does anyone know the meaning of the different letters at the start of the scroll ID? (e.g. I've seen P, U, and S listed in this thread).

P52-23. Just promoted to CPT! Alright, so I wanted to sumarize the experience for all to highlight how much better this has gotten! Scrolled for 70 days and the date of rank was Nov 14th and I already got the 2 weeks of back pay (Nov 14th - Nov 30th ish) on a Dec. LES. This is the best I have ever heard it play out, so it seems all of the efficiency work is really paying off for Jr. Officers! Hooah!!

First and foremost; if you are on this thread; congratulations as that means that you have entered the final step in advancing to the next grade and should be commended! Now comes the period of ‘I have to wait for….. how long until I pin?’ where I think I speak for 99% of us when I say that going into this (for me a UVP FEDREC) I had little to no understanding of the FEDREC process and what to expect timeline wise.
Setting the background; I’m a T10 AGR with my touchback being the SCARNG JFHQ, I was already T10 PRR select became O5 eligible when I PCS’d 17JUL23, and want to share my experience to 1) help those who come after me avoid some of the pitfalls that result in delays and 2) build better expectation management. NOTE: this is 100% an ‘individual (board) experiences will vary’, so some may apply… some may not.
BLUF: Total days eligible for promotion to O5: 199 / Total Days in DoD Approval Cycle: 83
On 17JUL23 I PCS’d and entered an O5 PARA/LIN, making me O5 Unit Vacancy Promotion (UVP) eligible. 7 days after this SCARNG JFHQ received my packet (24JUL23), and it wasn’t until 59 days later (21SEP23) that it was returned to NGB. This was WITH regularly reaching out to voice my specific concern about being pulled into the DA Board process and its deadline; despite this, the JFHQ S1 POC assigned to work T10 Officer packets did not know 1) what to do with packets, 2) the DA Board pull dates (19SEP). By pure luck, I happen to talk to the SCARNG SR HR Warrant on 21SEP who realized the issue and through a huge individual effort that day, was able to get the packet pulled from the DA Board to back to the UVP. HUGE Shout out to CW4 L. and SSG S. of SCARNG for the effort and save on this one as had they not, it would have delayed the promotion by an additional year plus!
Key take away for the State Level Portion: Per SCARNG G1 NGB no longer requires State CMB Minutes (do not have an official reference for this, just email traffic) therefor this step should be an extremely quick state level turn. (e.g. 5… not 59 days)
Once my packet returned to NGB I included a graph / break out of how long it took to move through the process. Finally, have seen a few RFIs on the date colors in the G1 portal, I had the following Green: 0-59 days, White: 60-61 days, Yellow: 62-83. I have heard it rolls red after 100 days… cannot verify though.
Final Note: I was told in no uncertain terms that my DoR would be backdated to 17JUL23, the date I was first eligible… yea.. that didn’t happen. Was told it’s the later of either: The board posting date OR The date you’re in the Para/Lin for your next grade.

I know that per previous posts, Scroll P07-24 hit Awaiting Secretary of Defense Approval on 29JAN24 and was approved 3 days later. Scroll P10-24 also hit Awaiting Secretary of Defense Approval on 29JAN24 but has not been approved and is now at 77 days in DoD Approval cycle. Does anyone know the status of P08-24 and P09-24? I'm pretty sure that they also hit SecDef on 29JAN24, but I didn't know if they were also still waiting. It looks like P06-24 took 21 days at SecDef, but everyone else that finished recently took considerably less time.

There used to be an email address, a CW4 Reese I think, that had her out of office set to the current status of all the scrolls. Does anyone know if someone else currently working at NGB does the same? It would alleviate a lot of questions if we could get the info straight from the source.

P22-24 Awaiting HQDA Approval. As of 02MAY2024, 48 days in DoD Approval cycle. My promotion packet was originally submitted to state board in Feb 2024. Cleared state board during drill 2-3 March 2024. Afterwards, I periodically checked my packet status in the self service portal. It stated waiting to scroll "0 days" for the longest time, then one day it just randomly popped and showed 32 days in the approval cycle.
