Now from my experience with the last Presidential Inauguration we (NG troops) were sworn in as special police officers. I am thinking they did the same thing here. Technically they are not there as military troops. Yellowstone experiences a major eruption and almost a third of the US is rendered uninhabitable, the military conducts operations to extract pockets of survivors and stop looters. A revival takes place in America and Americans start giving away their worldly possessions and begin living to serve God and their fellow man. This crashes the economy and troops are sent out to ensure that everyone goes shopping for things they don't really need at least once a month.
