Especially at SFC and higher the ranks might clog up more. You had no PME requirement for SGT, PLDC (then WLC, now BLC) for SSG, BNCOC (now ALC) for SFC and ANCOC (SLC) for MSG. That's how it was until they "redesigned" it an MLC was created and then it was BLC for SGT, ALC for SSG , SLC for SFC and MLC for MSG. Really all this means is the temporary promotions from the last year no longer have a deadline to make their PME. I think SMAs intent is to give these NCOs the visual confirmation (ie stripes) of their position, and not punish them for the continual backlog at PME courses. Ultimately, they still need it if they intend to continue their career. The timing is just less critical. If you were an NCO and had attended the NCO Academy it was plus. NCOES was also a help. March 1967-December 1977.
