I beleive it is a good idea and we will see how it goes. I really do not think it will make a difference when it comes to promotion board. Taking to a few CSM that been on the board they only look a few things beacuse of the time limited they have. We will see how the new NCOER will make a difference in future boards.

By taking away the ability to make 90% of the force a 1-1, Among the Best and instituting a SR Profile that cannot be busted it will change. It may take a few years but we will see a positive change.

1SG (Join to see) I mentioned below that the USMC uses one FITREP for all leaders for their evaluation system. Not saying it is a system that would work for us, but something to think about. Also, from what I have learned (and I am probably not going to explain this well) is that when they evaluate someone, it goes against the rater and senior raters average or profile, and is not tied to 49% or lower markings. So, each Marine rated is compared against a long term profile and the average constantly changes based on new reports.

Although I do agree there needed to be something to help keep over inflated markings from occurring, but we (the Officer corps) have been fighting that for years and don't really have a great system for it. Hopefully the new NCOER works out, but I am not holding my breath!

Sir, I think it will take about three years too really see what the long term effects of these changes will be. Making the SR within the NCOs rating chain accountable with a SR profile with the constraint of less that 50% "Most Qualified" will take us far away from the standard issue 1 - 1, Among the best mentality that has allowed the promotion to always got to the top because of over inflation. I look forward to the future of these changes and the strength of the NCO Corps returning to our Army.

I like it. I think it is much better than the previous one. I like how there is different plates now. It isn't really fair to use the same form for all NCOs. I think they should be tailored. I like the new areas too. The OERs were first. I hope they improve the evaluation system for NCOs.

MAJ Brian Oberg we had the same, one standard report but it has become an outdated tool that is no longer a true evaluation. Using the grade plates, three different NCOERs for respective ranks will ensure that the true best of the force receive their due promotions and duty assignments.

1SG (Join to see) No, I know we had the one standard report...what I am offering for thought is one standard report for both NCOs and Officers. Just a thought and not saying I agree with it.

I do hope things get better across the board for ALL the new evaluations that have come out, but I think there is a larger problem with the system (promotion and duty assignments).

MAJ Brian Oberg, that is an interesting though and maybe something that could take place in the future. However, I think this change is going to be the right choice for right now. Big change is hard to adjust to so we will see where we end up with this. In theory it should clear up, or work towards clearing up promotions and assignments within the NCO ranks.

LTC (Join to see) I would really question the effectiveness of a single Form or report that would be used for that E5 team leader then be used for that O3 company commander. We need to get away from this cookie cutter approach to evaluations. The higher you the more challenging you position comes. It should reflect that. A team leader really don't have to do much in the ways of thinking out of the box. I know because I was a team leader. Now that I am an officer there is no way that the same form should be used to evaluate me now. The whole functions between an O and E are so drastic I don't think it would work.
