Most people think of the National Guard as the State Militias and they're not really wrong but each State is allowed to have their own Militia that can not be Federalized like the National Guard can be. California is one of I think 20 States that does have its own Militia, in this case I believe both Land and Sea.

They wear the same uniform, though instead of U.S. Army it will say California on their uniform. They are subject to the orders of their Governor and may be called upon in times of disaster, etc SPC Private RallyPoint Member Wed, 18 Oct 2017 03:06:37 -0400 2017-10-18T03:06:37-04:00 Response by CPL Private RallyPoint Member made May 15 at 2018 4:17 AM https://www.rallypoint.com/answers/who-s-familiar-with-the-california-state-military-reserve?n=3628923&urlhash=3628923

CSMR is California's State Defense Force.
