Go to an Active/reserve recruiting center and request a DD Form 368 to begin transferring to the federal side of the house. Your deployments while in the guard rest on your state governor's shoulders to say he/she will send anyone at all. NG in my state almost always has folks gone- they problem maybe the most of the time it is unit deployment, and your unit may be way down the roster for reasons we don't know about.
