Why was the Iranian nuke deal signed without promise of release of Americans in Iranian jails?

I think it is criminal that the U.S. signed this deal without ensuring the release of American citizens from Iranian jails? So much for having faith that your country has your back. What are your thoughts on this?

I think the President wanted a deal so badly that he would sign any deal he could get with the Mullahs.
