The most recent many could relate to is the "Choice Care Act" (as defined by Congress), some of us older veterans remember "fee basis." Many times we look at these titles as the same, just a different name. What would we call a new program that would persuade veterans like us to think VA is serious and the program is completely new or revamped for success?
