If the SR is an LT, you will need an additional reviewer. The system will not accept an NCOER with all SSGs in the rating chain. Also, 1sg should know how the new rating systems works. It is not impossible that they are not aware of the situation. I would hope that a rating scheme has been created and signed off on, but if not, educate them on the regulation and your situation, unless they are both on RallyPoint and they will read your post.
