A: Congress
And for this particular piece of the budget, when was the last time it was significantly altered, up or down?
A: FY 2015, for Ebola. Everything since has been a continuing resolution; that's why there is still an ebola fund that the Trump administration wants to repurpose for this outbreak.

While the Trump White House proposed reducing CDC budgets, Congress never acted to enact those proposals... or most of his proposals, for that matter. The outliers was roughly 1/2 of the FY 2017 budget that was done through regular order, prior to the "Schumer Shutdown" in March of 2018 over DACA kids - since forgotten about.
How soon we forget.

You got it the POTUS. Lots of posts on that here over the last few years.

So could the administration, for example, get rid of the pandemic response team and not replace them? Yeah they could, not only could they, they did.

Now let's be clear here, this isn't some horrible thing the Trump administration did that was unethical or even short sighted. There are plenty of those in this administration and this isn't one of them. It appears a lot of the CDC funds under the Trump administration were redirected to childhood vaccination work. Not a bad thing at all. But now with the benefit of 20/20 hindsight we can say oops.
