Department Head responsible for all aspects of the 450 person Engineering and Planning Department, including personnel, training, budgeting, and engineering support. The department delivered approximately 90,000 Mandays of technical support for submarines in overhaul and in development of technical work documents for the entire U.S. Navy. Reduced overhaul planning from 20,000 Mandays per overhaul to 9,000 Mandays. Reduced smaller modernization work packages from 11,000 Mandays to 4,500 Mandays. Established concept of standardized work methods across the corporation.

Responsible for building the Naval Intermediate Maintenance Facility, a new organization of 1800 employees, from two smaller commands. NAVIMFAC was a $120 Million per year organization maintaining 40 ships (17) and nuclear submarines (23). Responsible for the budgeting, training, planning, and execution of all aspects of industrial maintenance and other logistics support. Responsible for technical certification of operating submarines. Assigned as the Pearl Harbor Region maintenance expert in leadership and strategic planning for U.S. Navy consolidation of maintenance infrastructure.

Responsible for the corporate performance, including quality, cost, and schedule of five industrial activities. This required broad experience in budgeting, planning and executing industrial maintenance from the deck plates of a repair ship to the corporate headquarters of a Fleet Staff. Organizations ranging in size from 600 to 2000+ industrial, military, union, and non-union employees. Additionally, responsible for all Ship Alterations (improvements) and planned maintenance in all Pacific Fleet Submarines ($300 Million budget). Conducted performance audits and evaluations.
