To a REALLY dedicated accountant this is simply an irrelevant statistical detail. After all, well over 300,000,000 people have served in the US military and 4,000 is a mere 0.001% of them and an error rate of 0.001% is absolutely inconsequential.
All those so-called "living" people have to do to initiate the process required to commence starting the PRRRPRP ("Preliminary Record Review Reconsideration Prior to Rectification Process") is fill out a DVA [login to see] 4/b.16 and personally present it to ANY DVA office.
(NOTE 1 :- DVA regulations prohibit dead people from entering all DVA facilities for any purpose other than autopsies.)
(NOTE 2 :- DVA [login to see] 4/b.16 are currently out of print and a new supply is expected shortly after the completion of the Environmental Impact Study of the potential dangers arising from introducing a fresh supply of 1,000,000,000,000 such forms into the environment has been completed and unanimously approved by the Committee on Veterans' Affairs.)

Capt (Join to see) - Captain; You obviously don't understand how the system works. It doesn't matter if someone is standing in front of the clerk and saying that they are alive! The clerk has a record that says that the person is dead and that's the end of the story as far as the clerk is concerned.
The clerk simply doesn't have the authority to conduct a resurrection.
