Sir, you link takes you to OPM, which I believe is CPO/Civilian Government Employee based. As for whose pot of money a military incentive comes from, most likely has to be a DoD budget thing. You mention recruitment location and other recruiting type benefits, I am sure that anything recruiting is not out of the operational budget of the Army or service. Of course we are not sure who really pays for anything are we?
