When I was assigned to the US Army Air Defense artillery board at Fort Bliss Texas from 1985-88 we were the lead agency that was developing a ground-based component of the Strategic Defense Initiative, Reagan's vision of a anti ballistic missile system.
One Big concern that I and others had were the test criteria and the fact they were not realistic enough.
Continued funding was based on successful intercepts, not realistic engagements. This is great if you want a show piece system that garnered funding, but will it work at DEFCON 5?
In fact, these kinds of showpiece systems can be very destabilizing because the leadership believes they are effective and become willing to take more risks in the geopolitical realm.
