Thanks SGT John " Mac " McConnell for reminding us that the Japanese wanted a conditional surrender so that they could keep Hirohito as Emperor which was critical to the Shinto religion since he was consider to be god to them. The Russians wanted to wipe out the Japanese soldiers and military capability in Manchuria before war ended.
The official call for an unconditional surrender with stipulations:
1. “Immediately upon the surrender the Japanese Government shall transport prisoners of war and civilian internees to places of safety, as directed, where they can quickly be placed aboard Allied transports.
2. “The ultimate form of government of Japan shall, in accordance with the Potsdam Declaration, be established by the freely expressed will of the Japanese people.
3. “The armed forces of the Allied Powers will remain in Japan until the purposes set forth in the Potsdam Declaration are achieved.”
However it was not until the official surrender documents being signed on September 2, 1945 that VJ Day actually occurred.
