Wing in ground effect aircraft have been around since the 1920's. Russia was in the fore front of this technology starting in the 1960's. These advanced naval vehicles have limited areas of operations. They are not practical for military use other than moving personnel or equipment over calm lakes.

That is one reason. But I suspect that they want it to have troop movement over the water. They only really have one naval base w/ access to the rest of the world - in Syria. This could be used as a type of hyperloop train to move around a hundred troops at once, only over the water.

Not the first time they looked into Ramwing aircraft. Our own Navy did also.
