FEMA and the USCG can legally act without additional authorization. For Puerto Rico, both have acted immediately. National Guard troops can and have been deployed on state orders without presidential orders.

Back in 2005, the Federal response to Katrina was seen to be inadequate and we beat ourselves up about it and took away lessons learned. But consider this: New Orleans was hit on August 29th. The day before on the 28th, LTG Honore was placed in charge of organizing the military response and President Bush ordered 60,000 National Guard troops to Federal active duty... the day before. It was only six days before Director Brown was relieved and Secretary Chertoff was put in charge.

In 2010, Haiti was hit by a devastating earthquake just before 5:00 PM on January 12. Within hours, President Obama ordered the military to respond and placed Southcom in charge. By morning, USCG had two cutters in Port Au Prince with crews on the ground working to restore operations in the port, USAF Spec Ops combat controllers were at the airport restoring flight operations, USAF helicopters had delivered their first load of supplies, the USS Carl Vinson task force was enroute, and USNS Comfort was readying.

Hurricane Maria devastated Puerto Rico and a week later, the President was too busy feuding with the NFL to pay attention.

This time, it appears that Pitbull and JJ Barea responded faster than the President.

US Military is already on the ground providing assistance. Medical Teams have deployed to Puerto Rico from MacDill AFB here in Tampa.
Are there even any airports open to handle civilian traffic yet?

We are military trained. We don't need a tower, just somewhat of a runway. Don't make excuses for inaction.

WTF is that response about? Maybe you should read what I posted, or get someone capable of at least an 8th grade reading comprehension to do it for you.
Yeah it's great someone is offering their private plane for use, BUT THE QUESTION IS ARE THE F-ing AIRPORTS OPEN TO SUPPORT IT?
What inaction are you referring to? The military is on station supporting what immediate needs it can. FEMA was already there from the previous hurricane Irma.
The entire country has been carpet bombed by two massive hurricanes back to back. Are you upset because the President isn't down there himself chainsawing trees to clear the road ways, putting to use his welding skills to rebuild to ports that do not exist anymore, WTF?
IF you are such an expert on triaging disaster relief I suggest you get your expert self down to PR and take command of the situation and get the country back on it's feet by the end of the week.
