Homegrown cyber threats should fall under the FBI and foreign under the CIA. Cyber terrorism is not an unrealistic possibility and it's only a matter of time before the movies come true. The problem, though, is about the rights of citizen privacy and where to draw lines.

Back to the Will Smith, Gene Hackman, Jon Voight movie " Enemy of the State" protecting the rights of citizens as well as not targeting a citizen arbitutally and still manage to isolate the potential threat.

I agree with you...this will open up Defense to Posse Comitatus. This will allow DoD to look into our own citizens. What if the Cyber Threat is home grown and the DoD shuts it down and sends the info Law Enforcement?. We (the DoD) just participated in enforcing laws on our own citizens. That is a very slippery slope to go down. I think we should establish a Cyber Warfare unit within Homeland Security and staff it with the latest and greatest IT graduates. That way it is clean without blurring the lines.
