The General in the above article has a duty to push back if a illegal order be given by any CnC to use a nuke. That said, I'm sick of certain groups accuse Trump of this and that. Leave the guy alone and move on already. Three years of chatter and resistance is enough. But, nukes, that a hugely serious game. Mistakes are NOT allowed. One of my MOS's was nukes. Their nasty in two ways.. They can end the world. Keeping and storing them creates nuclear waste. No nuke proliferation.

Yes - pretty much anyone in the room with the president - or in control - in a launch control center - bomber - or submarine. Seriously, USAF regional command used to have authority to deploy nuclear weapons over our own territory. That authority was removed. In a similar manner - it may well be argued that presidential first strike cannot be authorized without a congressional declaration of war. Given rather short timing - a reply to an opposition launch targeting our or allied territory might be of the essence. But, the US Congress is discussing limiting presidential nuclear command authority. It is entirely possible some limitations may be imposed on the president's authority re nuclear weapons. My opinion is that an unprovoked first strike is a war crime (i.e. not as the closing move in WWII - a congressionally declared war) and no military officer or enlisted service member should ever take part in a first strike war crime.
