If so, then this has been RADICALLY moved up. As of a few days ago, this program was up for the chopping block, with respect to further government funding.

Programs like these never die, they may be delayed based on the recent articles that you reference. But with the advent of ReBCO (rare-earth barium-copper oxide) high temperature superconductor ribbons that might be a good thing it may let NRL re design the gun based on this new technology. Since they will continue pushing forward with the HVP for use in current weapon systems they should be available should the rail gun ever come to fruition. Since it is only the next logical step from EMALS so much research has already been done to overcome the challenges.
