So? If INS really cared, they would get warrants for the illegal immigrants. A detainer is not legally enforceable and NYC law requires a warrant to hold a person.

If INS/ICE is too lazy to get a warrant, why should NYPD care?

Why the federal government doesn’t issue warrants is beyond me, it would solve the issue in my opinion.
