ISIS is in retreat but still deadly, the means that they will break into cells and continue their violence, that is where we need to concentrate intel gathering as well as information to their recruitment population to decrease recruitment.

Give potential recruits something better to do to get their aggression out. Offer impressionable young angry or kinky youth a purposeful activity through the communities. Just like is done in areas where gangs are recruiting in the states.
